Tarpon Wiseman

Mr. Tarpon Wiseman has over 30 years of multi-discipline experience at high levels of leadership, including strategic planning, operational design, and tactical application. As an Airborne Ranger and retired Colonel with over two decades as an U.S. Army Active Duty commissioned officer, he earned five combat stripes with the historical 101st Airborne Division, including more than two years between Iraq and Afghanistan, and the distinct honor of commanding the 1st Battalion of the 320th Field Artillery Regiment in combat.
Preceding his transition to the Private Sector, Mr. Wiseman served the United States in several locations throughout the world including, but not limited to, Afghanistan; Baghdad & Tikrit in Iraq; Hohenfels, Germany; and South Korea. Fully embracing the concept of an intellectual warrior, he served in academia twice: first, as the Department Chair and Professor of Military Science and Leadership at the University of Louisville; and second, as the Contingency Planning Course/Curriculum Director at the National Defense University’s Joint Forces Staff College in Norfolk, Virginia. His final duty assignment was as the Chief of Concept Development at the Army Fires Center of Excellence, responsible for framing the environment 50 years into the future in terms of threats to national objectives, informed by anticipated technological advancements, and balanced to identify the necessary investments of the day designed to address the challenges deep into tomorrow.
Upon his retirement from Active Duty, Mr. Wiseman acted as Director of Business Development for a small, family-run business, followed by Strategic Business Development and Capture Management in the Defense Industry. He founded ParagonSPG in 2017, as a Service-Disabled Veteran-Owned Small Business, to pursue opportunities in the OEM, Commercial/Industrial, Federal, and Private sectors, including General Services Administration (GSA) IDIQ-type contracts.
Mr. Wiseman’s academic foundation stems from Trinity University in San Antonio and Cameron University, resulting in his Master of Business Administration degree. Of note, he attended the invitation-only Goldman Sachs 10,000 Small Businesses Program reserved for exceptional small business leaders, culminating with his selection as the Honor Graduate for his cohort.
A native of Houston, Texas, Tarpon Wiseman is a man of faith, a husband, and a father. He is dedicated to investing his energy identifying and capitalizing on the revolutionary opportunities designed to welcome the next generation of monumental advancement created by human innovation optimizing technology in diverse business endeavors
Dean Alexander

Over the past 25+ years, Mr. Dean Alexander has accumulated comprehensive professional experience and expertise through his business endeavors in both the private and public sectors. Mr. Alexander has worked throughout the United States and internationally on several types of projects as an owner, developer and/or service provider. He has been involved in the formation, management and development of several successful privately-held businesses, primarily as a founder, partner, principal and/or investor. His professional experience includes, but is not limited to: prime contracting and construction management, systems integration, telecommunications, real estate development, energy/power generation, emerging technology solutions, and overseas privatization and infrastructure.
Mr. Alexander formed and led international consortia to participate in some of the first privatized power generation projects in Southern Europe. In the 1990’s, his company was chosen as part of a select group to attend a U.S. Trade Mission to Europe with the U.S. Secretary of Commerce, Robert Mosbacher. These European projects were being developed on a turnkey basis and included securing equity and debt commitments exceeding USD $1 billion for three separate projects being developed concurrently.
He also established entities to pursue diverse contracts with the United States Federal Government and U.S. Department of Defense. During a four-year period, his organization successfully secured multi-year IDIQ type contracts (Indefinite Delivery-Indefinite Quantity contracts) and pre-qualifications with several federal entities in construction, telecommunications, and technology/infrastructure exceeding USD $500 million in total contract values. Mr. Alexander successfully completed over 800 individual projects for federal and state governments. These clients included the United States Postal Service, the General Services Administration, U.S. Department of Energy, U.S. Air National Guard, U.S. Department of the Interior, and several other agencies affiliated with the U.S. Department of Defense. Additionally, several States and municipalities successfully pre-qualified Mr. Alexander’s companies for many private, “Invitation-Only” negotiated bid opportunities, including the State of California, State of Georgia, State of Colorado, State of Michigan, and the State of Nevada.
His entrepreneurial experience and expertise excel in the areas of project development, proactive strategic planning/oversight, business formation and infrastructure, procurement, teaming/consortium building, mergers and acquisitions, technology aggregation, and providing unique solutions by establishing the proper approach, methodologies and personnel to execute projects for highly demanding clientele. Over the past few years, Mr. Alexander has been involved in developing infrastructure opportunities and lending his expertise toward interesting projects and collaborations that require his experience for strategies, successful market penetration, and overall project execution.
